Position: Associate Program Manager
Location: Tirana
Summary: Provides expertise and support in monitoring program progress and executing processes initiated by the Program Manager. This role is responsible for coordinating activities, resources, and stakeholders involved in projects, in close collaboration with the Program Manager, ensuring strict compliance with quality, budget, and workplace safety requirements. In carrying out these duties, the incumbent manages, coordinates, monitors, organizes, and reports on all processes initiated by the Program Manager, ensuring that the program meets strategic objectives, achieves successful outcomes, and exceeds client expectations.
Main Responsibilities:
- Executes and monitor program processes to ensure strategic objectives are achieved, adhering strictly to budget, timelines, and quality standards.
- Collaborates with the Program Manager to understand program requirements, objectives, necessary materials, and to report on process progress.
- Monitors the achievement of objectives, design processes, review procedures, and the preparation of legal documentation for obtaining and finalizing construction permits, maintaining correspondence and documenting all collected information in writing.
- Prepares periodic reports in standardized formats (Microsoft Project) on the progress of construction developments, conducting site visits according to an approved frequency and schedule.
- Supports the Program Manager in preparing financial and non-financial reports, generating solutions or improvements as needed.
- Assists in preparing various technical and legal files for project handover and property registration.
- Coordinates with other departments involved in the process for the technical follow-up of projects.
- Identifies issues in the progress and development of program projects and propose corrective measures to the Program Manager.
- Supports the preparation of work schedules and monitor their implementation within the defined deadlines.
- Monitors the progress of all contracts between the Program SPV and contractors/partners/stakeholders involved in the contracts.
- Monitors contractual relationships with landowners regarding claims or demands they may have against the investors.
- Assists in preparing project budgets when required.
- Monitors the implementation of projects in line with the Business Plan and update it as needed.
- Ensures proper documentation of all project phases.
- Continuously assess opportunities for process improvement, innovation, and cost optimization, with the aim of enhancing project quality and client satisfaction.
- Perform other duties as assigned by the supervisor.
Education: Bachelor’s degree in Architecture, Civil Engineering, Management, or Finance-Banking.
Requirements:
- Minimum of 7 years of experience in construction design/project management.
- Knowledge of construction permitting processes, construction documentation, and building materials.
- Experience in preparing and monitoring Business Plans.
- Strong verbal and written communication skills to effectively interact with team members, stakeholders, and others.
- Strong ability to monitor, document, and prepare reports efficiently and in an easily understandable manner.
- Proficiency in MS Word, Excel, PowerPoint, CAD, etc. (Advanced use of MS Project or Primavera is considered an advantage).
- Familiarity with project management methodologies, tools, and techniques.
- Ability to manage multiple tasks and priorities simultaneously, ensuring deadlines are met and resources are allocated efficiently.
- Ability to work effectively within a team environment, collaborating with team members and stakeholders to achieve project goals.
- Flexibility to adapt to changing project requirements and circumstances, with the ability to provide assistance and input to meet project objectives.
