Position: Cost Unit Manager

Department: Reporting, Costs, and Quality Assurance

Location: Tirana

 

Job Summary: The Cost Unit Manager is primarily responsible for the periodic monitoring of project costs, in collaboration with the technical and financial departments. He is responsible for preparing budgets, including determining prices for relevant items and additional works.The Manager reports directly to the Department Head and Project Managers on matters related to construction sites and on-site implementation. Additionally, he/she leads the process of preparing budgets for projects designed by the company and follows up and coordinates the work of the staff under his/her supervision.

 

Main Duties and Responsibilities:

The Manager leads, guides, and monitors the unit’s staff in carrying out the following tasks:

  • Monitoring of monthly reports, measurement logs, and price analysis; including the control of subcontractor reports and preparation of a summary report for the projects.
  • Monthly coordination with the Finance Department regarding inventories, stock levels, and material withdrawals.
  • Preparation and drafting of budgets with the corresponding prices for the items of work executed by the company.
  • Control of the budgets and prices of projects received from the design studios.
  • Periodic monitoring of costs during the construction phase, in collaboration with Project Managers (PM), Technical Managers (TM), and Site Engineers (SE).
  • Preparation of budgets for tender packages.
  • Evaluation of new projects under review.
  • Preparation of budgets and reports for additional work requested by clients, as well as reimbursements and final reconciliations.
  • Review and update of technical analyses and the price manual, in line with market developments and official publications.
  • Periodic review of legislation and publications in the Official Gazette related to construction costs and tax control procedures.
  • Reporting of project costs to the Department Head, Technical Director, and the Finance Department.
  • Conducting market checks for prices offered by contractors and subcontractors, reporting to the Project
  • Manager to support the negotiation process and price fixation in the contract’s budget.
  • Preparation of the annual budget, Progress/Cost Reports, and Cash Flow for investor companies with monthly frequency of works.
  • Updating the annual budget for various projects.
  •  Performing technical-financial analysis of projects.
  • Participation in feasibility studies for potential project development opportunities.
  • Identifying staffing needs, organizing work, and approving tasks in coordination with the Department Director and the Deputy Executive Director of the company.
  • In collaboration with the Human Resources Department, preparing performance evaluations for employees under direct supervision.

 

Education: Possess a university degree in Civil Engineering.

 

Requirements:

 

  • Over 10 years of experience as a cost estimator or cost control specialist for civil and industrial construction projects
  • Ability to adapt to technologies and new requirements dictated by the construction market.
  • Excellent communication skills and effective teamwork.
  • Ability to suggest solutions and make strategic decisions.
  • Strong managerial, coordinating, and organizational skills.
  • Very good knowledge of construction legislation.
  • Strong knowledge of Microsoft Office Suite, AutoCAD, and other relevant software.
