Position:           Program Manager

Location:          Tirana

 

Summary: The Program Manager is responsible for the strategic leadership, coordination, and integrated management of a Construction Investment Program composed of several interconnected projects. The Program may include components that go beyond the scope of individual projects, requiring an integrated vision, executive leadership, and a strong results-oriented approach.

 

The purpose of this role is to ensure the achievement of the company’s strategic objectives through the coordinated management of projects, optimization of resources, risk control, and maximization of the Program’s financial and operational performance..

 

Main Responsibilities:

  • Develops high-quality business strategies and ensures alignment with the company’s short-term and long-term objectives defined in the Business Plan;
  • Leads and motivates team members to increase engagement and build a high-performing management team;
  • Oversees all operations and activities of the Construction Program to ensure the achievement of the expected results;
  • Makes strategic decisions to advance the Program and contributes to the company’s revenue growth;
  • Ensures compliance with legal requirements and internal policies to maintain legal and ethical standards;
  • Analyzes the Program’s financial and operational reports, monitoring expenditures and financial performance to identify deviations and propose corrective actions;
  • Builds trusted relationships with key partners and stakeholders and acts as a primary point of contact for the company;
  • Manages Program activities with the objective of achieving the targets defined in the relevant financing agreements;
  • Prepares and monitors the Program Master Plan, including annual, semi-annual, and quarterly planning, and updates it according to project progress;
  • Prepares the consolidated annual Program budget and investment plans;
  • Manages the Program’s financial and human resources;
  • Oversees Program risk management;
  • Reports to the Chief Executive Officer according to the timelines and reporting format defined in the Project documentation;
  • Analyzes critical situations and issues and proposes solutions to ensure the Program’s profitability and successful implementation;
  • Develops a capable management team to ensure the long-term success of the Program;
  • Coordinates and integrates the contribution of functional departments involved in the implementation of the Investment Program;
  • Defines and proposes objectives at the project level;
  • Ensures CEO approval for all cases defined in the respective procedures of the Program’s projects.
  • Monitors team formation and performance;
  • Ensures that approved projects are executed according to specifications, standards, budget, and timelines;
  • Reviews activity reports and financial statements to determine progress and the status of objective achievement;
  • Reviews objectives and plans in response to new conditions;
  • Evaluates the performance of the Program’s Project Managers in accordance with company policies, objectives, and their contribution to achieving them;
  • Proposes bonus levels and benefits for employees;
  • Provides performance feedback to department heads regarding specialists allocated to the Program;
  • Provides annual performance evaluations to the CEO regarding functional structures supporting the Program;
  • Represents the company/Program in sessions, steering committee meetings, and other formal functions;
  • Presents Program performance reports in monthly and annual meetings with the Real Estate Board;
  • Monitors the Program’s financial performance and cash flow through periodic reports and ensures alignment with investment plans;
  • Identifies, assesses, and manages project risks, implementing preventive and corrective measures to minimize damages, losses, and potential abuses.

 

Education: Bachelor’s degree in Architecture, Civil Engineering, Management, or Finance-Banking.

 

Requirements:

  • Minimum of 2 years of work experience in monitoring design/construction processes;
  • Minimum of 4 years of work experience in construction design and/or execution;
  • Knowledge of construction permitting processes, construction documentation, and building materials;
  • Strong verbal and written communication skills to effectively interact with team members, stakeholders, and clients;
  • Excellent ability to monitor, document, and prepare reports efficiently and in an easily understandable manner;
  • High-level proficiency in spoken and written Albanian and English;
  • Strong skills in MS Word, Excel, PowerPoint, AutoCAD; basic knowledge of project management software such as MS Project or Primavera is considered an advantage;
  • Familiarity with project management methodologies, tools, and techniques, with a basic understanding of project phases, processes, and terminology;
  • Ability to manage multiple tasks and priorities simultaneously, ensuring deadlines are met and resources are allocated efficiently;
  • Ability to work effectively in a team environment, collaborating with team members and stakeholders to achieve project goals;
  • Flexibility to adapt to changing project requirements and circumstances, with the ability to provide assistance and contribute to achieving project objectives.
