Summary: The Project Manager is responsible for the overall leadership and management of a construction investment project, from initiation through completion and handover. The role ensures the achievement of strategic and business objectives by delivering the project on time, within the approved budget, and in accordance with quality and safety standards.

 

Main Responsibilities:

  • Lead and manage the Project from initiation to completion and handover, ensuring the achievement of strategic objectives while respecting budget, timelines, and quality standards;
  • Collaborate with the Program Manager to define project objectives, deliverables, and develop comprehensive project plans aligned with the Business Plan;
  • Participate in the preparation and review of the Business Plan as required;
  • Prepare the Master Plan for project activities and periodic planning (annual, semi-annual, and quarterly) and monitor and update their progress throughout the project lifecycle;
  • Manage all phases of the design process, including Concept Design, Permit Design, and Construction Documentation, ensuring timely completion in accordance with approved standards;
  • Monitor construction activities on site and ensure compliance with technical specifications, contracts, company standards, and the Business Plan;
  • Manage the project schedule and plan mitigation measures to ensure completion on time, within budget, and to the expected quality standards;
  • Conduct regular site visits and provide support throughout the design and construction processes;
  • Initiate, follow up, and finalize procurement procedures for all project-related contracts;
  • Manage and monitor contracts for construction works, design, supervision, technical assistance, and other services, ensuring fulfillment of contractual obligations;
  • Approve penalties in cases of contractual non-compliance or project-related damages;
  • Provide solutions and guidance to the General Contractor regarding technical clarifications or issues arising during construction works;
  • Prepare, manage, and monitor the project budget, financial analyses, and cash flow, controlling deviations and implementing corrective actions to ensure delivery within the approved budget;
  • Collaborate with relevant departments to analyze and optimize costs while ensuring full compliance with the company’s technical and administrative procedures;
  • Coordinate and manage the human, financial, and material resources allocated to the project;
  • Provide feedback on the performance of specialists and functional teams engaged in the project and contribute to their evaluation based on project objectives and performance;
  • Monitor the technical and financial progress of the project and prepare periodic reports for management according to the defined structure and reporting frequency;
  • Ensure that all project requirements, objectives, and documentation are properly prepared and archived in accordance with company standards;
  • Monitor and analyze sales performance and market trends, participate in defining pricing policies, and propose strategic adjustments aligned with the project phase and market conditions, ensuring appropriate approvals;
  • Participate in decision-making regarding pricing policies and propose price increases or adjustments to the sales strategy in line with the project phase and market conditions;
  • Engage relevant departments in managing client relations and monitor the proper handling of customer requests;
  • Build and maintain strong relationships with partners, contractors, clients, and other stakeholders, acting as the main point of contact for the project;
  • Inform and support relevant structures in securing land ownership documentation and the necessary permits required for project implementation;
  • Manage the project handover process and procedures related to the Land Registry;
  • Identify, assess, and manage project risks, implementing preventive and corrective measures to minimize damages, losses, and potential abuses;
  • Continuously seek opportunities for process improvement, innovation, and cost optimization to enhance performance and customer satisfaction;
  • Perform any other project-related duties as assigned by the supervisor.

 

Education: Bachelor’s degree in Architecture, Engineering, or a related field.

Professional certifications such as PMP (Project Management Professional) are considered an advantage.

 

Requirements:

  • Minimum of 8 years of relevant experience in the same industry, documented in managerial rolës;
  • Proven experience in managing construction investment projects from design phase through project delivery, including contract and budget management;
  • Experience in complex projects such as marinas, tourist ports, waterfront developments, or coastal infrastructure projects is considered an advantage;
  • Strong knowledge of construction permitting processes, relevant legislation, technical standards, and industry practices;
  • Strong capabilities in cost control, financial analysis, and delivering projects on time and within the approved budget;
  • Strong analytical, problem-solving, and decision-making skills with a proactive and results-oriented mindset;
  • Excellent organizational, planning, and coordination skills with the ability to manage cross-functional processes and teams;
  • Excellent communication, negotiation, and stakeholder management skills at all levels;
  • Ability to analyze and interpret technical designs, contracts, and legal documentation;
  • Excellent command of English (knowledge of an additional EU language is considered an advantage);
  • Strong knowledge of MS Project / Zoho Project Management, MS Office package, and CAD software;
  • Professional integrity, strong attention to detail, and a high level of quality orientation
