Overview

A Senior Procurement Specialist plays a pivotal role in performing procurement activities, ensuring the acquisition of quality goods and services at optimal costs, in a timely manner and adhering to the group policies and procedures.

Main Responsibilities

  • Identifying and developing relationships with reliable suppliers, negotiating contracts, and ensuring timely delivery of goods and services. This involves assessing supplier performance and fostering long-term partnerships.
  • Research and evaluate suppliers’ profile, technical, functional and financial criteria.
  • Initiate and analyze the performance evaluation of suppliers.
  • Prepares and maintains the database for all suppliers and subcontractors.
  • Search for new suppliers and identify potential ones to be invited to a procurement process and ensure that they have the necessary capacities to respond to the Invitation to Offer.
  • Follow local fairs and exhibitions about the typology of services that are procured to get more knowledge.
  • Serve as lead in the development of complex tenders for materials, supplies, equipment, and services in accordance with applicable regulations, policies, procedures, and standard business practices to ensure effective, efficient, and equitable purchasing and contracting services for the Group companies.
  • Performs the procurement process at the right time, with the highest quality and at the best possible price and within the deadlines and at the highest satisfaction level towards requestors.
  • Prepares electronic/physical files for each procurement process in a timely manner and with all the necessary information.
  • Supports and provides the required consultancy to Business Units in the Group Companies, if procurement waiver is applied.
  • Perform the preparation, negotiation, and administration of contracts to secure favorable terms and conditions, while ensuring compliance with group policies and legal requirements.
  • Negotiate, renegotiate and administer the signing of contracts with suppliers.
  • Monitor the delivery of orders to ensure that goods arrive on time and to resolve related problems with undelivered goods as well as communicate the status of orders with requesting units to ensure that agreed deadlines are met.
  • Analyze spending patterns to identify cost-saving opportunities, managing procurement budgets, and proposing/implementing strategies to reduce expenses without compromising quality.
  • Compile the procurement chart for Group Level Balfin shpk Procurements, monitors progress and refreshes the chart.
  • Analyze proposed prices, financial reports and any other data and information, to determine the best price.
  • Identify cost saving opportunities
  • Perform analysis and propose strategic solutions
  • Establishing and enforcing procurement policies and procedures to ensure ethical practices, compliance with regulations, and alignment with group goals and objectives.
  • Implement policies and procedures
  • Propose changes as needed and as per the best practices in procurement methodologies and practices.
  • Perform as a team member mentoring junior procurement staff, promoting professional development, and fostering a collaborative work environment to achieve departmental objectives.
  • Coordinate and act as a focal point of Group Level Procurement activities for the Group Companies to ensure effective communication, streamline processes and ensure that all parties are aligned and informed efficiently on procurement activities.
  • Foster usage and adaptation of Procurement Software. Contribute to procurement process digitalization and extend the use of Procurement Software through Group Companies
  • Proactively identify potential procurement risks in the supply chain and develop mitigation strategies to ensure continuity and minimize disruptions.

 

Competencies and Requirements

  • Bachelor’s Degree: in Business, Finance, or related field. Master’s degree would be preferable.
  • Professional Certifications: Certifications such as Certified Professional in Supply Management (CPSM) or Certified Purchasing Professional (CPP) would be preferable.
  • +5 years of experience in procurement or supply chain management, with a track record of successful sourcing and supplier management.
  • Experience in leading procurement teams or projects, demonstrating the ability to manage and mentor junior staff.
  • Proficiency in negotiating contracts and agreements to secure favorable terms for the group.
  • Ability to analyze market trends, supplier performance, cost structures and complex data with attention to details and to analyze complex data and make informed decisions.
  • Competence in identifying potential risks in the supply chain and developing strategies to mitigate them.
  • Strong verbal and written communication abilities to effectively interact with suppliers, stakeholders, and team members. Proficient knowledge of the English language.
  • Familiarity with procurement software, enterprise resource planning (ERP) systems and Microsoft Office Suite to manage purchasing activities efficiently.
  • Knowledge of relevant laws and regulations governing procurement activities, such as contract law, import/export regulations, and ethical sourcing standards.
  • Ability to work independently, prioritize tasks, and manage multiple projects simultaneously in a fast-paced environment.
  • Commitment to ethical procurement practices, ensuring compliance with legal and organizational standards.
