Position: Procurement Specialist

Department:  Procurement & Logistic

Location: Tirana

 

Summary: The Procurement Specialist is responsible for following and implementing the procurement procedure processes related to the services/goods that are classified to be performed at the Gropu Level. of the expenses, for all issues related to the cost of the prices. Request for offer for goods or services.

 

Main Responsibilities:

 

  • Realizes purchases on time, with the highest possible quality, at the best price, on time aiming to ensure accuracy and quality of the procurement process and provide the most favorable value for the company;
  • Identifies and conducts market research and evaluation of suppliers based on price, quality, technical capacity, support, readiness, trust, production and distribution capacity, and supplier reputation;
  • Prepares the tender documentation according to the submitted specifications and performs the communication of these processes according to the procedures of the company and the Group;
  • Analyzes financial bids and prepares the procurement process report and gives relevant recommendations to select the most favorable bid;
  • Monitors the delivery of goods to ensure that delivery is completed on time and follows the resolution of relevant problems for delays;
  • Communicates order/ tender status with the project and the manager to ensure that delivery schedules of goods/materials are implemented;
  • Protocols any procurement process in electronic form, creates and stores physical copies in a timely and accurate manner, updates the procurement report, and ensures that the procurement procedure is performed in the NAV system used for tenders;
  • Completes contract information following company policies and procedures;
  • Analyzes the market and updates the information in the database of suppliers and subcontractors according to the object of activity;
  • Proposes and rigorously implements policies, and procurement procedures at company and group levels;
  • Attends all local fairs and exhibitions about the construction industry to gain more knowledge;

 

Education: University degree in Civil Engineering or Economics.

 

Requirements:

  • To have work experience of at least 3 years;
  • Analytical ability to work with multiple suppliers, to determine the best deals for the company and to evaluate the pros and cons of each offer based on price, quality, delivery speed, and other factors;
  • Good negotiation and cooperation skills with suppliers to create the best deals;
  • Very good skills in supplier management;
  • Very good organizational skills, including work planning and prioritization;
  • Ability to focus on details;
  • Ability to effectively solve problems that may result during the work;
  • Very good interpersonal and communication skills;
  • Very good ability to store confidential information;
  • Ability to work in groups and take initiative;
  • Good market knowledge in the field of procurement;
  • Knowledge of the English language;
  • Possess a valid driving license.
