We are seeking a dynamic and strategic Human Resources Manager to lead our HR department and drive a people-first culture that emphasizes excellence, productivity, and continuous development. This role is pivotal in aligning HR strategies with the group companies’ goals, ensuring legal compliance, and fostering a positive and engaging work environment. HR department covers all BALFIN companies in North Macedonia.

Key Responsibilities:

HR Strategy & Department Development

  • Guarantee 3-year HR strategy development following group companies’ strategic objectives
  • Lead the development of HR goals, systems, and departmental metrics aligned with the group strategic objectives
  • Oversee HR administration and continuously improve HR software functionality
  • Develop and recommend HR policies and employee relations strategies
  • Act as a strategic partner to management in all HR-related matters
  • Lead employee engagement strategies and initiatives

Recruitment & Talent Acquisition

Ensures:

  • Development and implementation of effective systems and mechanisms for enhancing the selection and recruitment of personnel within the framework of the human resources management strategy and the companies’ policy
  • Following up all activities related to attracting, hiring, integrating new employees, as well as maintaining quality company relations with all current and potential employees
  • Participate in hiring decisions and ensure a smooth onboarding process

Training & Development

Ensures:

  • Development and implementation of effective systems and mechanisms for education and training in accordance with the development needs of employees of all Balfin Group companies in the country.
  • Ensures the timely implementation of all employee training needs based on pre-prepared development plans for all Balfin Group companies in the country.
  • Effective and efficient, strategy driven training and development process and systems, including planning, implementation, and evaluation
  • Training budget management

Employee Relations

  • Investigate employee complaints and grievances in accordance with companies’ procedures
  • Promote a positive work environment and high employee morale

Compensation & Benefits

Ensures:

  • Developing and implementing an efficient salary and benefits system based on labor market data
  • Maintaining the company’s attractiveness for employees with competencies and high performance in accordance with the company’s general human resources management strategy and legal regulations
  • Contribution to optimizing the human resource’s structure and designing the job system with descriptions and qualification specifications.

Legal & Compliance

  • Ensure compliance with all labor laws and reporting requirements
  • Make sure timely preparation and document management required for legal and regulatory compliance
  • Guarantee all HR policies and procedures are in place

Organizational Development

  • Lead all organizational development initiatives
  • Lead succession planning, change management, and employee engagement strategies
  • Monitor and shape organizational culture to support company objectives

Budget management

  • Ensure comprehensive and structured process of HR budget development
  • Control of HR budget implementation making sure full ownership and regular review by all HR department responsible managers

Performance management

  • Guarantee timely and quality implementation of performance management system following group standards
  • Ensures regular follow-up on set annual objectives and companies’ (departments’) strategic plans

Qualifications:

  • Education: University degree in Economics, Social Sciences, or Law.
  • Experience: 10-15 years in Human Resources, with at least 7 years in a managerial role
  • Strong knowledge of HR management principles, practices, budget development and management
  • Excellent command of English (written and spoken)
  • Advanced computer literacy (MS Office and HR software tools)
  • Strong interpersonal, leadership, and communication skills
  • Strategic mindset, structural and analytical approach in managing HR
