Overall Job Definition
Project Finance Officer (Band 4T) is responsible for visioning success or failure of the project before preparing its financial structure, maximization of profits, by bearing in mind the Credit Policy of the Bank, Banks’ Operations and yearly budget.
Keeps direct contacts and cooperates within Corporate Division and with other colleagues in the supporting Departments/Units, while conducts “on the job training” for the employees under his/her supervision.
Main Responsibilities:
- Performs the origination of a pipeline of private sector infrastructure finance projects and screens lending opportunities in Albania through client outreach, marketing and deal selection
- under supervision of Project Finance Manager.
- Promotion of products and services (cross selling) with the cooperation of other departments and units in the Bank.
- Undertakes and manages the necessary due diligence, financial modeling, risk analysis and mitigation in the structuring of loans, collaterals/guarantees or other forms of financing which
- are applied from the Bank.
- Supports or leads the internal approval process in the Credit Committee after the interface with credit risk, legal, compliance and other units involved in the credit flow process as per the Bank’s lending procedure and credit policy.
- With the support of internal units of the bank and the external counsels/partners, ensures for all deals that appropriate legal documentation are successfully concluded in line with approvals and that financial close (i.e., first disbursement) is achieved in a timely fashion.
- Represents the Bank in meetings and the interests in business community, seminars, Banks etc in close collaboration with Project Finance Manager.
- Assist Project Finance Manager to facilitate or lead active relationships with other commercial lenders and other financial partners in Albania and beyond as well as with developers,
- investors and government institutions.
- Assist Project Finance Manager to coordinate with banks, financial institutions and consultants to arrange syndication and raise funds from various financial institutions/banks/lease finance companies.
- Evaluate investment proposals (from customers) and calculation of project, IRR’s, DSCR’s, and Sensitivity Analysis, etc.
- Make comprehensive financial models for several projects by delivering cash flow forecast, scenario analysis, risk assessment and return analysis.
- Assist Project Finance Manager to assess and structure transactions to frame the total credit exposure, maximize the potential for commercial co-financing and maximize the return of capital for the Bank.
- Work closely with the project development team by identifying, analyzing and executing the most optimum financing solution for projects which include debt & equity.
- Identify risks, problems and delays involved in the project’s execution process and propose corrective actions.
- Coordinate with other departments for contract signing, securities/collaterals to be in order as per the Bank’s procedures and policy.
- Manage and careful monitor the draw downs/repayment terms of the debt facilities compliant with the approved terms & conditions.
- Develop and prepare monitoring progressive reports of the project in cooperation with Project Finance Manager and the external partners/counsels (e.g. property evaluators, legal advisors, field specialists etc).
- Monitor and prepare adjusted statements i.e. cash flows, fund flows, Profitability Statements, DSCRs, and other financial parameters/reports to analyze inflow/outflow of funds and profits/surplus resulting thereof and report to Credit Committee.
- Keep direct contacts with all Department Managers/Units as matter issues of its own portfolio clients.
Requirements
Competencies / Skills:
- MBA or MA in Economics, Finance or Business Administration (considered an asset);
- University Degree in Economics, Finance, Accounting (mandatory);
- Very good knowledge of English written and spoken (mandatory);
- Very good knowledge of P/C (Excel, MS Word) (mandatory);
- Broad knowledge and experience in commercial banking, loan administration, treasury, credit and market risk.
- Advanced education background in corporate & international finance, commercial and central banking, risk management, capital markets and foreign direct investments (FDI).
- Experience of 5-8 years in Corporate Banking dealing with complex financing schemes and working with financial statements, B/S, P/L, Cash Flow and debt flow analysis or Private Sector
- Strong knowledge of financial modeling, capable of building from scratch sophisticated “project finance” financial models.
- Analytical mind to understand the varied range of factors that may influence the success of a project.
- Experience in marketing research and sales in order to understand the factors that can affect the project’s earnings.
- Strong judgment & professional maturity;
- Ability to take responsibilities and provide solutions to the problems aroused;
- Ability to work independently of Project Finance Manager and produce results;
- Excellent abilities of selling and customary attraction, negotiations, communication (written and oral speech);
- Excellent analytical abilities, decision-making, work under pressure;
- Flexibility, adaption, confidentiality;
- Decision making and work under pressure;
