Position: Cost Estimator
Department: Technical, Cost Unit
Location: Head Office, Tirana
Job Summary: The Cost Estimator is responsible for monitoring project costs, preparing cost estimates, determining and analyzing prices for relevant work items, and assessing costs associated with additional work.
Main Duties and Responsibilities:
- Prepare monthly payment applications, quantity measurement records, and unit rate analyses, including the review of subcontractors’ payment applications. Prepare payment applications for works performed by the company and unit rate analyses based on the works executed each month.
- Conduct monthly reconciliations with the Finance Department regarding inventory records, warehouse stock, and material usage.
- Prepare cost estimates, bills of quantities, and unit rate analyses for works performed by the company.
- Review cost estimates and pricing for projects prepared by design consultants.
- Monitor and periodically review project costs throughout the construction phase, in collaboration with the Construction Project Manager and Civil Engineer.
- Report project costs to the Construction Project Manager, Director of Technical Department and Finance Department.
- Prepare cost estimates and bills of quantities for tender packages.
- Review technical rate analyses and pricing manuals in line with current market prices and official publications.
- Monitor changes in legislation and official publications related to construction costs and tax control procedures.
- Monitor market prices quoted by contractors and subcontractors and report findings to the Construction Project Manager to support the negotiation process and establishment of rates in cost estimates.
- Assist in the preparation of monthly budgets, progress reports, and project cash flow forecasts.
- Prepare cost estimates and payment applications for variations/additional works, reimbursements, and final account reconciliations with clients.
Education: University degree in Civil Engineering.
Requirements:
- At least 3 years of experience as a Cost on civil and industrial construction projects.
- At least 3 years of experience in the preparation, analysis and cost control of construction projects, preferably within a construction company.
- Ability to adapt to new technologies, construction methods and evolving industry requirements.
- Good knowledge of construction costs and market rates, including applicable minimum fiscal/reference prices for different types of buildings and construction works.
- Strong communication and collaboration skills, with the ability to work effectively as part of a team.
- Good knowledge of the software and digital tools required for the role, particularly AutoCAD and Microsoft Office.
- Strong analytical and problem-solving skills, with the ability to assess situations, propose practical solutions and make appropriate decisions.
